Winter League introduction hits administrative snag
The introduction of the new Winter League has hit an administrative snag. With the new League being a Mixed-Gender League this is not currently covered under the HDVBA Bye-Laws. A change in the Bye-Laws is required to enable this to happen.
A proposal for a rule change was submitted on behalf of nine clubs. Normally this would result in a Special General Meeting of all clubs to be called to decide on the proposal. However these are difficult times. The Management Committee discounted using a telephone conference call service or email to conduct this business. Their preference is to wait until it is possible to arrange a physical meeting of all the clubs.
Below is the official response from the HDVBA General Secretary. All 48 clubs in membership have already been sent copies of this response.
Notice of Special General Meeting
At a meeting of the Management Committee of our Association held on Friday 26 June it was agreed that we should hold a Special General Meeting to discuss a proposed rule change appertaining to the 2020 season. General Meetings are attended by your club representative and the Management Committee who each have one vote.
The Management Committee have supported our League Secretary, Jeff Jacklin, in his efforts to create a winter bowling league for veteran bowlers. We agreed at our 8 June management meeting that the winter league would be run under the auspices of the HDVBA.
At a meeting of the founder teams of the winter league held on 17 June they agreed that they would have mixed-gender teams. It was very soon realised that this would conflict with the HDVBA Bye-Law 9 and consequently the founder teams submitted a request to the General Secretary for a Special General Meeting to amend the bye-law. The Management Committee has agreed to the request.
The meeting will take place as soon as it is possible under the lockdown regulations to hold a meeting of 60 or so people. We would encourage you to discuss this within your club and give your club representative your views.

9. All players in the Association shall be male and must be 60 years of age or over. If 60 years of age during the season, they may play from their 60th birthday.
PROPOSED RULE CHANGE
9. All players in the Association must be 60 years of age or over. If 60 years of age during the season, they may play from their 60th birthday. The 10-Man League and the 6-Man League are male-only competitions. The Winter League is a mixed-gender competition.
